Spend money on R and D whether it is working on applications for mining the moon, sends people to mars or finding new genetic, protein, pathogen, disease, virus cures or discoveries. It should be a massive undertaking and funded anyway it can be, it will pay for itself. We have so much to learn with regards to miniaturization, weather research, energy, new fuel technology, propulsion, organic information transfer, agriculture methodologies, etc, etc. You always win when you are on the leading edge.
